*Note: The history obviously goes back much further than 2001, this post is a VERY partial summary timeline of relevant major events, political directives and policies from 9/11 forward. Timeline is not completely linear, however to maintain cohesiveness, it will present events in related categories. It omits economic, surveillance, and other key integral events, in the interest of space and cohesiveness.

What is the "USA/Patriot" Act?
The Patriot Act increases the governments surveillance powers in four areas:
Records searches. It expands the government's ability to look at records on an individual's activity being held by a third parties. (Section 215)
Secret searches. It expands the government's ability to search private property without notice to the owner. (Section 213)
Intelligence searches. It expands a narrow exception to the Fourth Amendment that had been created for the collection of foreign intelligence information (Section 218).
"Trap and trace" searches. It expands another Fourth Amendment exception for spying that collects "addressing" information about the origin and destination of communications, as opposed to the content (Section 214).
"Just six weeks after the September 11 attacks, a panicked Congress passed the "USA/Patriot Act," an overnight revision of the nation's surveillance laws that vastly expanded the government's authority to spy on its own citizens, while simultaneously reducing checks and balances on those powers like judicial oversight, public accountability, and the ability to challenge government searches in court.

Preemptive Development of Vaccines Against Four Undisclosed Viruses:
Merck & Co. will partner with Moderna Therapeutics to develop antiviral vaccines and passive immunity therapies based on Moderna’s modified messenger-RNA (mRNA) technology. The deal could generate up to $100 million-plus for Moderna, and raises the company’s haul from partners and investors in the new year to more than a half-billion dollars.
The three-year research collaboration with Merck includes the possibility of a one-year extension.
The partnership will focus on the development of five product candidates—new mRNA-based treatments and vaccines—against four undisclosed viruses.
Merck will lead the discovery and development of candidates and commercialization of any products resulting from this license and collaboration agreement. Merck has agreed to pay $50 million upfront toward licenses to access Moderna’s technology, and will make a $50 million equity investment in the biotech. CRISPR Therapeutics, headquartered in Basel, Switzerland, with research operations based in Cambridge, Massachusetts, uses the so-called CRISPR-Cas9 technology, which has become the preferred method of gene editing in research labs due to its ease of use.
CRISPR, which stands for clustered regularly interspaced short palindromic repeats, allows scientists to edit genes by using biological “scissors” that operate a bit like a word-processing program that can find and replace defects.

The pathogen and the disease it causes are modeled largely on SARS, but it is more transmissible in the community setting by people with mild symptoms".

Per The Johns Hopkins Center for Health Security, World Economic Forum, and Bill & Melinda Gates Foundation jointly propose these recommendations.
Governments and the private sector should assign a greater priority to developing methods to combat mis- and disinformation prior to the next pandemic response. Governments will need to partner with traditional and social media companies to research and develop nimble approaches to countering misinformation. Public health authorities should work with private employers and trusted community leaders such as faith leaders, to promulgate factual information to employees and citizens. Trusted, influential private-sector employers should create the capacity to readily and reliably augment public messaging, manage rumors and misinformation, and amplify credible information to support emergency public communications. National public health agencies should work in close collaboration with WHO to create the capability to rapidly develop and release consistent health messages.
